Once=20 Upon a Time there was a peaceful valley. The people were = happy in=20 this valley; they worked, they traded, and they laughed = together. No=20 man exerted force upon his neighbor, and all lived and=20 prospered.

One=20 day there came to this valley a roaming band of marauders, = led by a=20 gang leader, whom we shall call Hector. This band came with = machine=20 guns, and, as was their custom, raped and looted at will = among the=20 people of the valley. As they were preparing, as usual, to = put the=20 whole valley to the torch ("for kicks," as one of Hector=92s = Gang put=20 it, succinctly), one of their number, a brilliant young = intellectual=20 whom we shall call Iago, stopped them. "Look, chief," said = Iago,=20 "Why don=92t we change our modus operandi? I=92m = getting pretty=20 sick of all this roaming around, looking always for the next = mark,=20 the next victims, always on the run. This is an isolated = spot, a=20 beautiful spot. Let=92s settle down here, and run these = people=92s=20 lives. Then, we can milk them all the time, instead of = killing them=20 all and moving on." Hector was a shrewd gang chief, and he = saw the=20 wisdom of the idea. The gang settled down.

And=20 so the robbery and the pillage became chronic instead of = acute.=20 Annual tribute was levied on the people, the Gang exercised = power=20 and dictation over them, and the Gang strutted about in = uniforms,=20 issuing orders. There was a great deal of resentment at = first; the=20 valley people muttered, and they began to form a People=92s=20 Resistance.

Iago, the chief = theoretician of=20 Hector=92s Gang, explained to the chief that another great = change in=20 their methods was due, to fit the changed conditions. "These = people=20 outnumber us, chief. Eventually, even though they have no = guns now,=20 these people could throw us out, and we=92d lose the best = deal we ever=20 had. What we=92ve got to do is to make them like it." = Making=20 them like it was the great task of Iago and his group of=20 fellow-theoreticians, and Hector and his boys marvelled at = the=20 results. Iago fed to the people arguments like the = following: "This=20 isn=92t tribute, it=92s =91protection.=92 We have to protect = you for your=20 own good. Otherwise, you=92d start killing and looting each=20 other."

"That=92s right, = he=92s right," the=20 people muttered. Hector and his gang may be a bunch of = rowdies, but=20 at least he=92s protecting us from ourselves." For the = memories of the=20 people are short.

And=20 Iago went on: "This isn=92t tribute, it=92s = =91protection.=92 We must=20 protect you from those butcher-birds on the other side of = the=20 mountain." And these words took on a plausibility, for = Hector=92s=20 Gang, ever eager for loot, began to send probing parties on = the=20 other side of the mountain, and fighting periodically = ensued. The=20 people listened, and they agreed. "That=92s right. Hector = and his boys=20 might be a bad lot. But at least they=92re ours. = They=92re not a=20 bunch of foreigners like those people on the other side of = the=20 mountain. We need protection from them." The people forgot = that=20 there had been no trouble with the people on the other side = of the=20 mountain before. For the memories of the people are=20 short.

"This is great, = chief, but we=20 need more measures and more theories to keep these suckers=20 contented," said Iago. And Hector and Iago began to = propagandize=20 that all the people=92s children must be educated in schools = owned by=20 and operated by Hector, Iago, and their Gang. They called = these=20 schools "Valley Schools"; the "people=92s schools." "Anyone = who=20 doesn=92t educate his kid in a Valley School is = undemocratic. He=92s=20 anti-social and hates the people. In fact, he=92s = Un-Valley." Iago=92s=20 scholarly-inclined henchmen, calling themselves "economists" = ("It=92s=20 got a good Greek sound, chief"), preached that "everyone = really=20 benefits from being forced to pay for and attend Hector=92s = Valley=20 Schools because if A is educated, then B is better off, and=20 therefore B should be forced to be educated, and A too=85." = And the=20 people listened, and nodded their heads; and the = scholarly-inclined=20 among them listened and nodded their heads, too; and pretty = soon=20 they became members of Hector=92s Gang, Scholarly = Division.

What=20 wonders were achieved by Making Them Like It! Hector and his = original gang sent for all their relatives for hundreds of = miles=20 around; and they all came and joined Hector=92s gang, and = lived off=20 the fat of the land. The rate of tribute kept increasing, = and so did=20 the numbers of the Gang. As the "take" kept going up, the = People=20 began to grumble again. Iago and his men exhorted and = admonished the=20 grumblers: "You are all selfish," they said, "because you = don=92t want=20 to contribute and serve your brothers." (The "brothers" = were, of=20 course, largely members of Hector=92s Gang.) And the people, = especially the moralists among them, nodded their heads and = agreed.=20 They agreed that anyone who kept opposing Hector and his = Gang was=20 "selfish, anti-social, and out for his own gain and=20 greed."

And=20 Hector and his Gang conscripted much of the valley people = into a=20 giant labor force to build the Gang a gigantic palace on top = of the=20 Valley=92s leading hill. It was a beautiful and imposing = palace, so=20 everyone said. A few people grumbled at this coercion and = waste.=20 Iago and his men thundered: "You miserable creatures! Here = is a=20 great monument that we have built, a monument to the glory = and=20 destiny and grandeur of Our Valley. And you, slackers and=20 penny-pinchers, would deny Our Valley its monument." "He=92s = right,"=20 the people said, glaring angrily at the grumblers. "This = valley has=20 the biggest palace of any valley in the land."

Periodically, Hector = and his=20 Gang would go fight the people on the other side of the = mountain, to=20 extend their territory and their area of loot. At these = times, they=20 needed more men to fight, and so they would again conscript = valley=20 people into their Gang. The conscripts, and all the people, = were=20 taught that any resistance to this conscription would not = only be=20 met with stern measures, but was also dire "treason" against = the=20 Valley and its rightful government, Hector=92s Gang. The old = battle=20 standard that Hector and his men used to raise before going = into the=20 next town, Hector and Iago transformed into the "Valley=92s = Sacred=20 Flag"; anyone who did not bow down to that flag =96 or sing = the old=20 chanty that Hector and his Gang had always sung before going = off for=20 a fight =96 was also branded a "traitor" and dealt with=20 accordingly.

Brilliant indeed were = some of=20 the theories that Iago and his men wove in the service of = Hector and=20 his Gang. For example, when an isolated Resister would point = to the=20 process of theft that was now organized and continuing, = Iago=92s men=20 said: "You know, you may have been right for the previous = historical=20 era. Nowadays, times have changed, and our thinking must = change to=20 suit the modern age. In the pre-Hector Era, this process was = indeed=20 robbery. Nowadays, it is cooperation for the common good and = the=20 welfare of the people of the Valley. And one of the more = brilliant=20 of Iago=92s Economists said: "You people don=92t realize = that the moneys=20 taken from you by Hector and his men benefit you all = enormously. For=20 Hector and his men spend their money =96 do they not? =96 in = your shops=20 and your markets. By this spending they give you employment, = they=20 circulate the money supply, they keep up mass = purchasing-power,=20 which is vital to the Valley Economy, and they provide = =91built-in=20 stability=92 for the economic system of the Valley." The = people=20 listened, and they marvelled at the wisdom. And Iago=92s men = put the=20 theory into complex mathematical symbols; and the people = marvelled,=20 and Hector was overjoyed, and the more scholarly among the = people=20 listened, and they soon joined Iago=92s Division of = Scholars.=20

We=20 could go on indefinitely to delineate the fascinating social = structure of this remarkable and surely unique valley. But = the=20 important point to note is that, by the marvel wrought by = Iago=92s=20 propaganda, the status of Hector and his Gang had completely = changed=20 from the old and almost-forgotten days. Where once Hector = and his=20 Gang skulked like criminals, were regarded by everyone with = great=20 contempt and hatred as criminals, and were perpetually on = the run,=20 now a revolution had truly occurred. Hector, Iago, and the = rest were=20 not criminals but the Most Respected people in the land. Not = only=20 were they rich from their chronic annual loot; they were = feted by=20 all, loved and feared and honored by the people of the = valley.=20 Honors were heaped upon them all. And all because their = theft had=20 become regularized, openly proclaimed, and sweetly defended. = Lolling=20 on their divans, Hector contentedly said to Iago, "Boy, we = never had=20 it so good." Clapping Hector on the back, Iago said, = "There=92s a=20 sucker born every minute." And, in the meanwhile, Iago=92s = men were=20 speaking on the hustings before the people: "Our times call = for=20 great sacrifices, for the willingness to give." And the = people=20 listened, and they nodded their heads.

II.

Generally, people = agreed, or=20 resigned themselves, to the rule of Hector. Those few = people, here=20 and there, not swayed by Iagoan propaganda, were taken care = of by=20 the Gang. If they became too adamant, they were politely = taken out=20 and shot=85 as traitors to the Valley. "It=92s too bad," = said the=20 people, "and I thought I knew Jim. Of course, who could know = that he=20 was a traitor?" Everyone agreed that stern times called for = stern=20 measures.

Meanwhile, what had = happened to=20 the remnants of the People=92s Resistance? They had no guns, = the=20 Resisters, but they fought on in the realm of ideas. "The = spirit,=20 the idea, of liberty must be kept alive," they said. And so = they=20 circulated among themselves their love for liberty and their = recognition of who Hector and Iago and their men were and = what they=20 were doing. And the thing that gave them most sustenance was = their=20 shared credo: "Never forget. Hector is a thief. Hector is a=20 murderer. Hector and his gang are crooks and tyrants, and, = one day,=20 they shall be kicked out of this Valley. Hector is a thief = and=20 murderer." And what is Iago? Iago the Resisters held in = greater=20 horror even than Hector. For Iago, they pointed out, "is a = man of=20 intellect; his is a uniquely moral failure. And Iago is = keeping the=20 regime alive by prostituting his intellect in the service of = himself=20 and Hector, by duping the people into = acceptance."

"Never forget about = Hector and=20 Iago," they told each other. "Never forget."

One=20 day there arose among the Resisters a leader; he was young = and=20 strong and highly intelligent =96 a man of the truly heroic = virtues.=20 Affectionately, the Resisters called him The Leader. The = Leader=20 scorned the counsel of the Old Ones among the Resisters: the = Old=20 Ones had advised the Resisters to write and speak against = tyranny=20 only in the abstract; never to "get specific," never to = mention=20 Hector or Iago or any of their deeds. "The Hell with that," = the=20 Leader thundered before a meeting of the Resisters. "No = wonder the=20 old ones are getting nowhere. We must write on the walls: = Hector is=20 a thief; Hector is a murderer; Iago is a prostitute and a = consort of=20 thieves and murderers. We shall drive them out!" The = Resisters=20 cheered this young man in a thunderous ovation. Their hearts = were=20 joyful; they had found their Leader.

I=20 have said before that Hector and Iago had effected a social=20 revolution in the Valley. Before they had been criminals; = now they=20 were the most respectable and honored men of the valley. = Now, on the=20 contrary, it was the Resisters who were the social outcasts, = who=20 were branded criminals and traitors, who achieved no = respectability=20 at all. Now it was the Resisters who had to lead a furtive=20 existence.

III.

One=20 day, the Leader had a Revelation. He was struck by a New = Concept. He=20 was still young, but he now felt he had Matured. He called = the=20 Resistance together to explain: "I want you to know," he = proclaimed,=20 "that I will never abandon the Resistance. Our end =96 = complete=20 liberty =96 shall always remain unchanged. [Cheers.] But = these are new=20 times and they require new concepts and new methods to = achieve our=20 common goal. [Puzzled Murmurings.] We have been repeating, = again and=20 again, the old slogans: Hector is a thief, Hector is a = tyrant, and=20 so forth. These slogans have become tired clich=E9s: = everybody knows=20 them. [Murmurings: Everybody? Who but the Resisters have = listened to=20 them?] Furthermore, we can never convince anyone by = remaining=20 negative and always appearing to oppose change. Hector and = Iago were=20 in a sense right when they accused us of being sour and = negative.=20 From now on we must accent the positive! What we must do is = show=20 them: to show Hector and Iago and all the rest that our way = is=20 better than theirs. That we can achieve more good more = efficiently=20 by voluntary methods than they can by coercion. Let us = abandon=20 sterile and negative slogans, and let us show them by our = actions=20 and our deeds that the voluntary way is the better = way."

The=20 Leader was, as always, eloquent, and it was easy to sway the = bulk of=20 the Resisters. "Let=92s at least give it a try," said the = bulk of=20 these hungry, weary, and embattled men. And so the Leader = went up=20 and down the valley, preaching the new gospel of the = Positive.=20

Soon=20 he found that, where once he was treated as an outcast among = the=20 Best People, he now found doors flung open wide in greeting. = "You=92re=20 right," said more and more of the wealthy and respected. "In = the old=20 days, when you and the others were going around denouncing = Hector=20 and Iago, you were just a bunch of radical crackpots. Now, = by God,=20 you=92re doing something constructive. And you=92re not = making people=20 mad by attacking folks and institutions that they=20 respect."

Funds and support = poured into=20 the Leader=92s New Resistance movement. The emphasis of the = New=20 Resistance was on the positive, voluntary way. "Hector and = Iago=20 claim that theirs is the best way to promote social = welfare," the=20 Leader thundered in a speech. "Hector and Iago claim that = compulsion=20 is needed, for example, for the worthy goal of feeding and = housing=20 Hector=92s relatives. But we know that the voluntary methods = of=20 private people can do that job better and more efficiently. = Let us=20 show them!" The crowd cheered, and soon funds poured in for = such=20 projects as the voluntary care and feeding of the relatives = of=20 Hector. "Never attack the high rates of tribute," the Leader = warned=20 his men of the New Resistance; "if we show the whole valley = that we=20 can do the job by voluntary means, if we feed and clothe and = house=20 Hector=92s relatives, for example, then Hector will = eventually lower=20 the rates of tribute. Let us be up and moving!"

"Besides," the Leader = warned=20 his men, "if we engage in negative thinking, if we attack = Hector and=20 the others, we will lose the exemption from tribute which = they have=20 kindly granted us. Let us always be practical!" "Yes, let us = always=20 be practical," the men agreed

And=20 so the money poured in=85 from Resistance men and others, = voluntarily=20 swelling the coffers of Hector and his Gang. The old = Resistance men=20 abandoned their old negative preaching, and got down to the = hard,=20 practical task of raising voluntary gifts for Hector=92s pet = projects=20 =96 to show Hector and all the rest the superiority of the = Voluntary=20 Way. And what was the reaction of Hector and Iago and the = rest? They=20 sat at their periodic board meeting of the Gang, reviewing = the new=20 stance of the Leader and the Resistance, and they did only = one=20 thing: they laughed, and they laughed, and they laughed. And = finally=20 Iago recovered a bit, and he said: "So, the sheep themselves = have=20 supplied us with their own Judas goat!", and they roared = again with=20 laughter.

It=20 was not long before the Leader was wined and dined by = Hector, Iago,=20 and the rest, was asked to serve on consulting committees, = was asked=20 to demonstrate ever more in action how the voluntary way = could add=20 to the Gang=92s coffers. At a great annual convention of the = Gang,=20 with many Resistance men this time invited, Iago, in his = speech,=20 turned to the Leader, now seated also at the dais, and he = said: "Let=20 us never forget, my friend, that our ends remain = always the=20 same. It is only our means that differ. Let us employ = both=20 yours and our means, and then let us achieve our common goal = in the=20 best way." [Resounding cheers from everyone.]

And=20 so, what even Iago, with all his wiles, had been unable to = quite=20 achieve, was now achieved; and peace and harmony had been = fully=20 restored to the valley. The Resisters were now loyal, = positive,=20 generous, and their former bitterness and hatred had been = transmuted=20 into friendly and willing cooperation with Hector and his = Gang.=20

Of=20 course, there are always a few malcontents in every society, = a few=20 rotten apples in every barrel. A couple of the Resisters = began to=20 mutter: "The Leader said tribute would go down, if we = voluntarily=20 supplied the rest; but, instead, tribute has gone up." = ("There are=20 new needs for a troubled time," said Iago=92s men; = "Patience, we shall=20 demonstrate," said the Leader=92s men.) One malcontent = Resister said=20 to another: "At least in the time of the Old Ones we could = attack=20 robbery and tyranny in the abstract; now we can=92t even do = that."=20 And, secretly, covertly, in the dead of night, tiny groups = of=20 dissenting Resisters met, and told one another: "Hector is a = thief.=20 Hector is a murderer=85."

And=20 one day a wondrous thing came to pass. As the Leader strode=20 confidently to a meeting with Hector and the others in = Hector=92s=20 splendid palace, he chanced to look into one of the fine = mirrors in=20 the hall. Truly, a miracle had been wrought; for when the = Leader=20 looked into the mirror, the face he saw was the face of=20 Hector.
